It / it sounds like your float shutoff valve chamber is leaking, flooding the engine. With enough fuel to combustion chamber piston can not compress the air / fuel mixture. If the grass is older and tired, there may be many reasons for your problems. Check float valve for dirt and damage, and check the compression ... that should tell you what the problem is.
