Why is it important for our country to keep the mill sector loomage lower than power loom and hand loom?
You don't say which country, so no one can answer your question.
Also, there is almost no situation in which I would agree, for any country that I know of, so my guess would be that it is not important to keep mill sector loomage low.
What you might want to do is require producers to mark goods as coming from mill loomage rather than other sources so as to gain the premium that hand loomed goods can command per unit area.
